Written survey, designed by Parish Council, distributed to all adult residents of Colmworth Parish. Results analysed by Councillors and report distributed to all households.

Consult residents regarding suitability of new home sites, in Colmworth, which were submitted under BBC’s first ‘call for sites’

Majority of residents voted against all sites but, for 2 sites, nearly 50 % were in favour of small scale development

Public meeting arranged by Parish Council for residents of Colmworth Parish

Present results of ‘call for sites’ survey and obtain feedback.

Although a vocal minority strongly opposed any new development, there was support for a small number of new homes. It was agreed that further investigation was required and that a neighbourhood plan should be considered.

19 November 2014

Proposal to produce NP discussed at Parish Council meeting

To obtain authority to proceed with NP.

Application, dated, 28 November 2014, to designate Colmworth Parish as neighbourhood area was submitted to BBC.

3 December 2014

To consult residents regarding the proposed neighbourhood area, announce that the PC intended to produce a NP and to invite residents to join a committee to manage the process.

Recruited volunteers from the community for the NP committee.

There being no objections after public consultation period of 6 weeks, neighbourhood area registration was completed on 16 February 2015.

Meeting with Frazer Hickling of Phillips Planning services, land agent for Sabey Builders and Wade-Gery

To ascertain whether the land owners that Phillips represent have any proposals for the development of their proposed sites (082, 084 & 343).

Meeting notes MeetingsLandAgents\Notes of Meetings held on 15th April between David Michell_DM.doc Wade-Gery was open-minded about use of their sites by Cornfields Restaurant (084 & 343), which are too small to be farmed economically and are left uncultivated. Regarding site 082, a planning application will be made for 3 homes on this plot, within the SPA and they will not seek permission to build on site 082 (outside the SPA).

Meeting with Robinson & Hall, land agents for Seabrook Investments and the Church Bros

To ascertain whether the land owners that Robinson & Hall represent have any proposals for the development of their proposed sites (081 & 083).

Meeting notes MeetingsLandAgents\Notes of Meetings held on 7th May call for sites 081 and083_DM.doc We were informed that site 081 (by Church Road) comprises cultivated arable farm land owned by Seabrook Investments and the Church Bros and Robinson & Hall would represent both land owners.

Meeting with Jeremy Clayson, Warmingtons Fisher German, land agent for the Robins family

To ascertain whether the land owners that Warmingtons represent have any proposals for the development of their proposed sites (085 & 333).

Meeting notes MeetingsLandAgents\Notes of Meetings held on 22nd May call for sites 085 and333.doc Because site 085 is within the SPA and could be described as a brown field site, it is highly probable that planning permission for new homes would be granted. Mr Clayson recognised that the other plot (333), which is farm land outside the SPA, would be more challenging from a planning point of view.

June 2015

Neighbourhood plan survey, with explanatory notes, distributed to all households CNP_SurveyFormWeb.pdf . Form also available to complete on web site.

To ascertain the views of the residents regarding proposed new home development in the parish.

Committee members chased residents to return survey forms and 40% return rate was achieved. Forms were analysed by BRCC who published a report BRCC\BRCC_NP survey report Colmworth v.1 Aug 2015.docx, which was distributed to all households and published on the website.

To ascertain the views of young people regarding activities, facilities and clubs/groups in the parish

7 forms, on behalf of 13 young people, were returned and analysed by Doug McWilliam who published a report (4 July 2015) CNP Young Person Survey returns 4th july 2015.pdf , which was distributed to all households and published on the website. Teenagers complained about slow internet and would like a gaming club.

July 2015

To ascertain the views of residents, who plan to move in the coming 10 years, regarding their needs for new home development in the parish.

To publicise and encourage participation at the public meeting on 5 September.

 

5 September 2015

Public meeting held to present the results of the surveys, a proposed vision statement and objectives for the neighbourhood plan

To ascertain the views of residents and obtain feedback.

Meeting well attended by approx 50 people. Vocal minority opposed any development. Others would like small scale development, in keeping with a rural village, appropriate to the needs of the community. Some concerns expressed about the desirability of ‘affordable homes’ and whether local people would have first refusal, assuming that they could afford a new home.

Meeting between officers of the Colmworth NP committee and housing association BPHA

 

To obtain a better understanding of ‘affordable housing’ and how it is provided by BPHA.

For notes of the meeting see BPHA\MeetingBPHA_151015.docx BPHA is a very substantial organisation capable of building both affordable’ and open market housing, for purchase or rent. A not-for-profit company, they could be considered a potential partner for development in Colmworth

30 October 2015

Meeting between officers of the Colmworth NP committee and BBC Planning Dept

To clarify policies regarding:

·variations to the SPA to facilitate future development in Colmworth

·BBC’s proposal to decentralise new home development for Local Plan 2032, targets for small communities, like Colmworth and eligibility of small sites

·Synchronisation of NP with Local Plan 2032

Definition of the SPA is not critical because BBC have the power to vary it retrospectively, if necessary to allocate a site.

BBC indicated that they would not consider small sites for less than 5 homes.

Homes under construction or planning applications made before Local Plan 2032 is ‘made’, would not count towards our target.

November 2015

Article in parish magazine, which was delivered to all households.

To publicise the publishing of BBC’s Local Plan 2032, Consultation 2015, seeking a public response to proposed policies. BBC announced the time line for Local Plan 2032 and that Colmworth would be required to build 10-20 new homes over the coming 15 years. Residents were encouraged to join the Colmworth NP committee and to visit the BBC drop-in sessions held in November.

 

17 December 2015

Meeting between officers of the Colmworth NP committee and BBC Planning Dept

As a result of conflicting advice from BBC, to clarify policy issues regarding:

·the minimum size of developments that would count towards the target number of new homes set by BBC

·eligibility of existing developments in Colmworth

·timing of Colmworth NP to integrate with Local Plan 2032

For notes of the meeting see BBC\MeetingNotesBBC151217 GC.docx BBC advised that they would not allocate sites that would not accommodate at least 5 dwellings but smaller sites could be included in a NP provided that they were suitable, available and deliverable. BBC indicated there had been a good response to Consultation 2015 with some large new proposed sites including 3 in Colmworth, which would be announced January/February 2016. BBC emphasised the need to wait for Local Plan 2032 to be ‘made’ before submitting our NP.

January 2016

Carry out a character assessment of Colmworth

To produce a reference document, to describe the look and feel of the parish, to be used when considering the suitability of future proposed developments. Requirement for NP.

Appointed a consultant, Mike Haybyrne, to assist members of the NP committee to make an inspection of the village on 21 January 2016. Mike Haybyrne produced a report in March 2016, see Colmworth Assessment (1).pdf Colmworth Assessment Appendix 2 Maps.pdf
